Democracy and pluralism in various parts of the world are under threat. A report by The Economist Intelligence Unit entitled Democracy Index 2020: In sickness and in health? shows that about half of the world’s current population experience flawed democracy and hybrid regimes, more than one-third of the population live under authoritarian rule meaning very few live in a “full democracy”. The global average democracy index has hit an all-time low, which also represents government-imposed restrictions on individual freedoms and civil liberties in response to the COVID-19 pandemic.
Indonesia is ranked 64th globally, categorized under “flawed democracy”, with notably low scores in political culture and civil liberties. In another report from Freedom House, namely “Freedom in the World 2020” Indonesia was included in the category of “partly free” countries with an overall score of 61 points, down 1 point from 62 score points in 2018. However, as various observers have noted, the reality in Indonesia are more nuanced. These also include the evolving power of authoritarian tendencies which lurk on legislative process, legal jurisdiction, political practice, but not limited to media, and extra parliamentary crowd.
Democracy in Indonesia: From Stagnation to Regression?, published by ISEAS-Yusof Ishak Institute in 2020, is one of the most important works recently published examining in depth and comprehensively the dynamics of democracy in Indonesia. Its contributors have identified, explained, and debated signs of deterioration, including arbitrary state crackdowns on free speech and organization, the rise of vigilantism, deepening political polarization, populist mobilization, dysfunction of major democratic institutions, and erosion of checks and balances in executive power. They ask why Indonesia, which until now has been considered a beacon of democratic exceptionalism, is retreating to follow the global democratic pattern.
However, because this book is in English, it is also difficult for many Indonesian activists and other defenders of democracy to get a complete and “pure” picture of the writers’ thoughts. Thus, it is important to think about how to disseminate the knowledge contained in this book in a comprehensive and inclusive manner. And the fact that this book was published was compiled and published before the COVID-19 pandemic does not diminish its relevance. In fact, referring back to the findings of The Economist in their last report, this work can provide a bigger picture of the journey of democracy in Indonesia so that it can arrive at a stage that is as concerning as it is today, in which the pandemic has proven to exacerbate existing conditions.
Therefore, it is important to translate and republish this book for a wider audience. The aim is of course to make people understand more about the various thoughts about the condition of democracy in Indonesia in a language that is more familiar and easy to understand. In addition, it is also important to complement these efforts with other activities to increase the quantity and quality of dissemination, as will be discussed in the next section. In line with the main ideas and understandings painted in the book, we aim for this project to be the tangible implementation of these written line of thoughts and to continue the steps to restore the nation’s proper state of democracy.
